Recreational League Rules

All Age Groups

  1. Players can only play on 1 team. 
  2. 50% play rule- every player will get 50% play time 
  3. No shin guards = No play 
  4. No score will be kept with the exception of tournaments. 
  5. Only registered coaches are permitted on the sideline with players. 
  6. Coaches must stay in the technical area during the game. The area extends 1 yard from each end of the bench and 1 yard back from the touch line. Coaches will be warned and carded if necessary for not staying in the technical area. 
  7. Red Cards: players must leave the field of play (they can stay on bench with coach) immediately and be given an automatic 1 game suspension that must be immediately reported by the referee to NPYS BOD for review. 
  8. Coaches who are ejected must leave the field immediately, exit the fenced area, and they will be given an automatic 1 game suspension that must be immediately reported by the referee & reviewed by NPYS BOD. 
  9. Parents that are ejected must leave the field immediately, exit the fenced area, and they will be given an automatic 1 game suspension that must be immediately reported by the referee & reviewed by NPYS BOD. 
  10. Spectators will sit 2 yards back from the touch line. 
  11. No spectators are allowed behind the goals or on the end-line during game play. 
  12. No jewelry may be worn during the game. 
  13. No hard casts permitted for games or practices. 
  14. A written note from the player's doctor is required for use of an orthopedic brace stating the child can play with the brace on. 
  15. Any head injury or suspicion of concussion will require a doctor note clearing them for return to activities. 
  16. All current Covid-19 precautions should be adhered by all coaches, membership, and spectators during any and all NPYS activities. (Posted on NPYS fb and website pages) 
  17. No makeup games due to weather. 
  18. No pets allowed at Narramore Soccer Complex. 
  19. No smoking, vaping or alcohol permitted at any time.

U6 & U8 Rules

  1. Game length: will play (4) 8-minute quarters with 2-minute break between each quarter. 
  2. Will play with a size 3 ball. 
  3. Maximum number of players on field: 4 per team. If a team does not have enough players, coaches may agree to play short or borrow players from the other team. Every effort should be made to ensure the game is played. NPYS BOD should be notified in the event a team is short. 
  4. Players cannot touch the ball inside goal box (defensive touch will result in a goal for the opposing team, offensive touch will result in a goal kick for the opposing team) 
  5. Goal kicks- all players on the non-kicking team must move and wait behind the midline. Once the ball is kicked, the ball is in play and anyone can touch it 
  6. No offside called 
  7. Substitutions allowed by either team on any dead ball 
  8. Penalty kicks will be awarded if penalty calls for it. All Penalty/free kicks are from the midfield line with all other players behind the ball (empty net). Once the ball is touched it becomes a live ball 
  9. A goal cannot be scored from a kickoff. The ball must touch at least one other player before going in the goal. 
  10. No heading the ball, will result in an indirect free kick from the spot of the foul.
  11.  No slide tackling. Meaning you cannot leave the ground with 2 feet to challenge possession, this will result in a free kick from the mid-field line.
  12. Red & yellow cards will be given if the penalty warrants 
  13. U6 Coaches may be on field to assist in positioning of players, coach must not interfere with play & must have an assistant on the sideline with players

U10 Rules

  1. Game length: (2) 20-minute halves with water breaks (approx. at 10-12 minute) and a 2-minute half-time. 
  2. Will play with a size 4 ball 
  3. Running clock: the clock will not be stopped & no additional time added at the end of the game. 
  4. Offside will be called. The build out line will be used to denote where an offside offense can be called 
  5. Goalies must wear contrasting colors to both teams (pinnies can be used). Goalie gloves recommended. 
  6. Build out line: a horizontal line drawn from sideline to sideline 14 – yards in front of each goal. 
  7. When a goalkeeper has the ball in hand or takes a goal kick, the opposing team must retreat to behind the build out line until the ball is put in play. This encourages possession and playing the ball out of the back. 
  8. Goalkeepers can pass, throw, or roll the ball to a teammate once the opposing team is behind the build out line. 
  9. Punting & drop kicks are not allowed when the goalkeeper has ball in hand during play form opponent. If a goalkeeper punts or drop kicks the ball,  an indirect free kick should be awarded to the opposing team from outside the penalty area closest to the offence.
  10. No indirect kicks in the penalty area. All indirect kicks are outside the box.
  11. Penalty kicks will be awarded if penalty calls for it 
  12. Goal cannot be scored from a kickoff. The ball must touch one other player before entering the goal 
  13. Red & yellow cards will be given if the penalty warrants 
  14. No heading the ball, will result in an indirect free kick from the spot of the foul. From the nearest point outside the box if by a defending player inside the box.

  16. Maximum number of players on the field: 7 per team. If a team does not have enough players then both teams will play with the lesser teams number of players + 1 sub. (ex. If a team only has 6 players then both teams will play with 5 on field to allow for 1 sub). NPYS BOD should be notified.

U11 / U12 Rules

  1. Game length: (2) 25-minute halves with water breaks (approx. at 10-12 minute) and a 2-minute half-time. 
  2. Will play with a size 4 ball.

  2. Will play with a size 4 ball. 
  3. Running clock: the clock will not be stopped & no additional time added at the end of the game. 
  4. Offside will be called. 
  5. Goalies must wear contrasting colors to both teams (pinnies can be used). Goalie gloves recommended. 
  6. No indirect kicks in the penalty area. All indirect kicks are outside the box (indirect meaning the ball must touch  another player before entering the goal other than a PK) 
  7. Penalty kicks will be awarded if penalty calls for it. 
  8. Goal cannot be scored from a kickoff. The ball must touch one other player before entering the goal. 
  9. Red & yellow cards will be given if the penalty warrants. 
  10.  No heading the ball, will result in an indirect free kick from the spot of the foul. From the nearest point outside the box if by a defending player inside the box.
  11.  No slide tackling. Meaning you cannot leave the ground with 2 feet to challenge possession, this will result in a direct free kick.

U15-U19 Rules

  6. No indirect kicks in the penalty area.  All indirect kicks are outside the box. 
  7. Penalty kicks will be awarded if penalty calls for it. 
  8. Goal cannot be scored from a kickoff.  The ball must touch one other player before entering the goal. 
  9.  No slide tackling. Meaning you cannot leave the ground with 2 feet to challenge possession, this will result in a direct free kick. 
  10. Red & yellow cards will be given if the penalty warrants. 
  11. Heading will only be allowed at the U18 age group. 
  12. Heading the ball at any age other than U18, will result in an indirect free kick from the spot of the foul. From the nearest point outside the box if by a defending player inside the box.
  13. Maximum number of players on the field: 11  per team.  If a team does not have enough players then both teams will play with the lesser teams number of players + 1 sub. (ex. If a team only has 10 players then both teams will play with 9 on field to allow for 1 sub).  NPYS BOD should be notified.
  14. U15-18 will be played on a full sized field for teams that can play at least 10v10, in the event a team cannot field at least 10 players according to league rules the game can be played on a mid sized field at 9v9. 

Tournament Rules

Teams do not have to play down players if their opponent does not have enough players. It is coaches’ discretion if they wish to play down. So, you can either play your full formation vs. opponent’s maximum including one sub or match their maximum including 1 sub. Example: U14 one team has 12 player and other has 6 players. You can either play 5v5 or 9v5 coaches’ choice. Each team must always have at least 1 substitute. Minimum play is 5v5. If your team doesn’t have a minimum of 6 players your team must forfeit. NO LENDING PLAYERS DURING TOURNAMENT.  


There will be a maximum goal differential of 5 for each game in tournament play.  Tie breakers: If 2 teams finish the group stage with same number of points, tiebreaker will follow this order: Goals Against, Goal Differential,  and Head to Head winner. If after these options the team are still tied  they will go to a penalty shoot out to determine the winner.  For the final in each age bracket there will be a 15-minute overtime period. (No golden goal) If at the end of the overtime period the score is still tied, the teams will take penalty kicks to determine the winner.  


Points as follows (10 point system):          

Win =  3 Points              

Tie =  1 Points              

Loss =  0 Points              

Goals =  1 point per goal  max of 5 (maximum of 5 points towards differential)

Shutout = 2 Point
